The meeting of the Hull Board of Selectmen was called to order at 7:42 pm on Tuesday evening, March 30, 2004 at the Hull Municipal Building, 253 Atlantic Avenue, Hull, Massachusetts.
Present: John Reilly, Chairman; Leonard Hersch, Vice Chairman; Christopher Olivieri, Clerk; Thomas Burns and Gerard McLaughlin, Members. Also present were Christopher McCabe, Town Manager and James Lampke, Town Counsel.
7:30 pm Public Hearing - Keyspan Energy - re: Installation of Gas Main Beacon Road
Francis X. O'Leary of Keyspan Energies appeared before the Board for permission to install and maintain 200' of 4” gas main from existing 2” gas main in Bradford Avenue @ Beacon Road northerly to Beacon Road @ Standish Avenue.
MOVED-Hersch: To approve the application subject to all conditions set forth by the Superintendent of Streets.
SECOND-Olivieri
VOTE: Unanimous in Favor
Chairman Reilly, prior to the interviews of three candidates for the position of Acting Sergeant, said that the applicants will be sequestered and each selectmen will ask a series of the same questions to each of the candidates. Donald DiMarzio, Police Chief was present for each of the interviews.
7:45 pm - Dale Shea re Police Interviews
Officer Dale Shea told the Board he became a season; officer in 1988 and served each year through 1998 when he became a Permanent Intermittent Officer. He received Permanent status in March of 99. He said that he lives with his wife and three children; has been active in a food bank program which he organized that has become an annual event, working with Wellspring and St. Ann's Church. He said he is involved with school children and an annual Christmas drive. Shea said he spends a great deal of time at the hockey rink and on the baseball field.
Shea said he graduated from Scituate High School and has been attending Western New England College since 1998; received an Associates Degree in Criminal Justice and is presently studying for a Bachelors Degree. Since 1992 he has had training in various aspects of police work and graduated from the Norwood Police Academy

8:00 pm Joseph Thurston - re: Police Interviews
Office Joseph Thurston told the Board he become a Seasonal Police Officer in 1994 and worked each season through 1997. In February 1998 he was appointed as a Permanent Intermittent Office and was appointed a Permanent Police Officer in July of 1998. Thurston said he lives in Weymouth with his wife and baby son and that they are expecting a second child. Thurston said he is looking to buy property in Hull.
Thurston graduated from Archbishop Williams High School and received a Bachelor's Degree in Criminal Justice from Suffolk University in 1995 and a Master's Degree in Criminal Justice Administration from Western New England College in 2002.
8:15 pm Michael Flaherty - re: Police Interviews
Officer Michael Flaherty told the Board he grew up in Hull on and off and lives here presently. He said he was appointed Permanent Intermittent Officer in October of 1999 and a Permanent Police Officer in January of 2001. He said that he has worked the night shift almost throughout his service.
Flaherty said he graduated from Xaverian Brothers High School in Westwood; attended Stonehill College, and received an Associates Degree in Criminal Justice from Quincy College. He is presently attending Curry College working towards a Bachelor's Degree in criminal Justice.
8:30 pm Hull Water Resources Committee - re: Final report
Dave Irwin, Chairman of the Water Resources Committee presented a final report on the work and recommendations of the Committee for the proposed desalinization plant.
A discussion was held on the standing of the Committee that was to expire on the submission of its final report. Lampke suggested that a successor committee could be established to continue the work. Also discussed was the Town Meeting Article 13, to authorize the Phase III- business model and seeking $280,000 for hiring experts. The article will require a 2/3 vote if borrowing is involved.
Burns praised the committee for the many hours it had spent doing excellent work.
The Board recessed at 8:50 pm and reconvened at 9:05 pm.
Reilly told the Committee that it should continue until Town Meeting and if the article is approved the Hull Water Resources Committee could be reestablished.

SECOND-Burns
VOTE: Unanimous in favor
The Board discussed the seawall stabilization plan proposed by the State to use 31,000 tons of cobble on the Nantasket Beach. The Selectmen and many other groups oppose the plan that they contend will ruin the beach and since cobbles will be tossed over the seawall can damage persons or property. The DEP has issued a Superseding Order permitting the work, McCabe said.
MOVED-Reilly: To direct Town Counsel to file all appropriate appeals and take all appropriate action to stop the dumping of cobbles on the beach

VOTE: Unanimous in Favor
The Board recessed at 10:15 pm and reconvened at 10:21 pm.
The Board returned to the appointment of an Acting Sergeant. Chief DiMarzio told the Members that each of the applicants are fine, upstanding Officers and most qualified. He said that Captain Richard Billings had conducted the interview process, and he concurs with the recommendation from that process of appointing Dale Shea.
MOVED-McLaughlin: To appoint Dale Shea as Acting Sergeant effective at midnight tonight.

TOWN MANAGER
McCabe reported on Straits Pond stating that the monitors indicate a need to increase salinity, which he prefers rather than the use of chemicals; that the dune cutback on Beach Avenue between Coburn and Revere Streets has received its Order of Conditions and is on track; and that Paul Gratta's opinion of the West Corner Bridge is that it can be shored up.
CORRESPONDENCE
Unanimously approved the request of Mark Dennis Moore to use the A Street Pier for Wedding Party Pictures on May 8, 2004 from 4:15 pm to 5:45 pm on a motion by McLaughlin, seconded by Olivieri.

Noted a memo from Police Chief DiMarzio of a High-Tech On Site Firearms Trailer for the Week of May 24th; a Citizens Police Academy Program in June; and a new Hull Police Patch.
LICENSES
Unanimously approved a one-day all alcoholic license for May 8th 2004 from 5:00 pm to 11:00 pm to the Knights of Columbus, 440 Nantasket Avenue on a motion by Olivieri, seconded by McLaughlin.
Unanimously approved a one-day all alcoholic license for April 24, 2004, 7:00 pm to 1:00 pm to the Knights of Columbus on a motion by Olivieri, seconded by McLaughlin.
McCabe presented the warrant for the Selectmen's signatures. Reilly said the warrant would be discussed at the meeting of the 13th.

VOTE: Unanimous in favor.
It was agreed to notify the Police Chief of a complaint of vehicles racing to beat school busses at the intersection of Nantasket Avenue and Spring Street.
